Hālawa View Apartments is a 121-unit affordable housing property located near Pearl Harbor, the Aloha Stadium business district, and a future Hawaii Rail Station.
This 14-story property was built in the early 1970’s under the HUD 236 Loan Program and currently has 24 project-based Section 8 residents. The remaining 97 residents pay the U.S. Department of Housing and Urban Development (HUD) approved rents for households at and below 60% of the area median income. It consists of one high rise and two mid-rise buildings and contains 2, 3, and 4 bedroom units. Pacific Development Group, in partnership with Hawaiian Community Development Board completed an extensive renovation/rehabilitation program while retaining its affordability for the existing residents. This rehabilitation and long-term preservation was made possible through Federal and State low-income housing tax credits from the Hawaii Housing Finance & Development Corporation (HHFDC).
The team earned LEED Gold and Silver Certification through the renovations of the three residential buildings on site. Utilizing less energy and water, LEED-certified spaces save money, reduce carbon emissions and contributes to a healthier environment for residents. The renovation program consisted of new bathrooms and kitchens as well as floor coverings, low VOC paints and sealers, efficient light fixtures, energy efficient appliances, water saving faucets, recycled materials, photovoltaic systems, exterior modernization and native drought tolerant landscaping upgrades. The renovation was the recipient of the BIA-Hawai‘i Award of Merit for Commercial Remodeling for projects larger than 15,001 square feet. Hālawa also claims the record for largest portrait in the State of Hawaii for the 14 story depiction of Hina that was hand painted by co-lead director of POW! WOW! Kamea Hadar.
