Hawaiian Community Development Board partnered with Coastal Rim Properties Inc. and Highridge Costa Development Company LLC to develop this second phase of a $130 million senior and multifamily apartment community. The second phase includes 143 units of family housing targeted to households earning 30%-60% of AMI. The 13-story high-rise contains studios, one-, two-, and three-bedroom units with sweeping ocean and mountain views.
Construction was completed in early 2021. The development includes 2,705 sf of ground floor retail, a large community center, a private 3rd-floor mezzanine with a community garden, lobby offices, laundry room, and 159 parking stalls in a covered parking garage. The Honolulu City Council approved the project’s 201H entitlement application in January of 2016. On Sept. 14, 2017 HHFDC approved financing of $63,796,716: Hula Mae tax exempt bond-backed construction and permanent Loans, 4% Low Income Housing tax credits, and Rental Housing Revolving Funds. This high-density mixed-use development sits within the City Center of Kapolei and is close to public transit, shopping, recreation, and several civic amenities. The project was praised by officials because it puts affordable rentals within walking distance of businesses and the bus line for access to Kapolei Rail Station.
The first tower, called Hale Moena Kupuna, is reserved for seniors 55 and older and was completed in early 2020.
